Federalism and Progressive Politics

Is federalism a politically neutral constitutional system? Or is it one associated with a particular brand of domestic politics? This question was discussed from the perspective of an American historian of the US Civil War, the distinguished American scholar Professor Don H. Doyle, McCausland Professor of History at the University of South Carolina, who has written particularly about American federalism and the reactions it has evoked in European countries over the past 200 years. Professor Doyle considered whether federal political systems tend to produce what might be defined as “progressive” outcomes.
